I have 60 years of experience, and specialize in the field of transpiration law with specific knowledge in the areas of railroad regulation, motor carrier regulation and carrier safety regulation. I have published on such topics as preemption slope; preemption faces trashing and railroad regulation by the Surface Transportation Board (STB). I have testified 12 times on topics such as railroad industrial track indemnification clauses, rights and obligations of owner-operators and rail and motor carrier demurrage charges. A former general counsel of the Interstate Commerce Commission, I am knowledgeable of all facets of rail and motor carrier regulation.
